How to get a fishing rod in pokemon sapphire?

I just beat petalburg gym, but I'm stuck since I can't seem to catch a water type pokemon that can lean surf. I was wondering if anyone knew how i could get a fishing rod or catch a water pokemon in sapphire version? Also, what is there to do after you beat the game besides Battle Tower? Are there any rare pokemon I cna catch besides Kyogre?

2. To get a super rod u go to mossdeep city and go up on the same level as the rocket launch and then u walk/run/or ride a bicycle to the furthest house up Hope That Helped:)
3. if you need a Pokemon to learn surf. believe it or not you can use zigzagoon. And if i remember....... the good rod and old rod require surf where you are :(.
4. you can use zigzagoon or wingill,maril can learn surf Fishing rods To get the old rod, go to dewford town and talk to the fisherman near the gym. He will give you a old rod. To get good rod, talk to the fisherman on route 118, east of mauville city. You must need surf to reach him. Talk to him and you will get good rod. To get super rod, go to mossdeep city and go north of the space center and go into the house. The man inside will give you super rod. Hope this helped Mip
5. To get your first fishing rod (the Old Rod) go to Dewford and talk to the fisherman just south of the pier. If you want the Good Rod (you can catch more pokemon with this), Surf to the right of Mauville and talk to the fisherman on the shore. To get the Super Rod, you'll have to wait until you get to Mossdeep. From the Pokemart, go down and right until you find stairs going up. Take those, and when you see a girl staring at a rock, go left and up until you reach the house. The man in there will give it to you. I hope this helps!
6. There are zigzagoons all over the place around petalburg. Apparently even though they are normal type Pokemon, they can learn surf! But the old rod is with a fishing guy in red who is walking the beach in Dewford town. Good rod is on route 118 across that beach on the right of Mauville. The problem is that you need surf to go across that water. Super rod is in one of the houses in the north side of Mossdeep, but of course you need surf for that! I would take the zigzagoon idea. Also, After you beat the game, you can catch rayquaza at sky pillar around pacifildog town. You can also try catch latias in sapphire, or latios in ruby, but it flees.
