Where can I find a shower curtain rod that holds both the shower curtain and the valance?

I have a liner on one rod to go back and forth, but I can't find a rod to put the decorative curtain and valance on. The curtain has holes for hooks while the valance needs to slip over the rod.

2. i have not seen them made that way, i have always had to buy two separate rods 1 for the valance, and one for the liner and curtain. I usually put the liner in the inside , the curtain on the outside; using one rod . and the valance on a separtate rod
